Since we are facing the unusual situation of knowing the Democratic and Republican candidates extremely early in the primary season, the short course in July will be used to speculate on the similarities and differences in foreign policy and international relations that would pertain in a renewed Biden presidency as opposed to a resumption of a Trump presidency. Emphasis will be on U.S. policy toward Russia, China, Iran, and Israel with special attention given to the wars in Ukraine and in Gaza. This is the first time since 1912 that an incumbent will be facing a previous incumbent, and rarely have we experienced such substantive differences in the possible policies, personnel, and politics of the contestants.
